Neither the quartz (rod) one nor the blower ones burn oxygen. It just heats the air in its vicinity and that propagates further. Burning is in when an 'angithi' or 'kanda' is burnt.

Don't know about another places, anyone living in a location where temperature is around 10 degree, please don't purchase oil fin heaters .It is useless and is just a waste of money . I recently purchased Havells 13 fin wave OFR which doesn't change the room temperature much (standard room, not big one). One of the reason might be its quite cold over here, around 10 degree . Whatever it is , don't expect OFR heater will setup the room temperature to normal. Quite unhappy with the product and with myself for not brainstorming that the heaters can't level up the temperature if it's 9 or 10 degrees.
The wave fins are difficult to clean, the earlier model of Havells was better designed as well.
