If there is a directional button/switch use it. Most likely, the fan is turning in the wrong direction, blowing air to the ceiling and the curtains, but not directly down. Good luck.

I have a fan almost like that. My fan blows papers off the table (can't keep it on high because it's too strong and I have a bluetooth that plays great music, plus light changes to different colors and different modes if you want. The LED white light is extremely bright. I love mine. Easy installation. Going to buy more. Mine came from China. Never going back to the old style fans.
