you're asking for a low budget perfect phone,whish is kind of impossible...if your budget is low,you'll have to sacrifice some aspects in your phone...the gionee elife e3 is awesome,but its drawback is its battery life...go for micromax doodle 2...but if u think its too big,then go for canvas 4...the xolo q1000-S is an awesome phone overall,but you'll have to increase your budget by about 2k..& if u want the latest OS,i recommend you to wait for some months...android KitKat will release soon
canvas 4 is a bit better,but will also cost you 5k more...they have the same processor,equal amount of RAM & similar screen size & resolution...not to mention,micromax's after sales service is better than xolo's...
well you only have one option for windows phone,which is nokia lumia 520...& when android phones are concerned,i'ld recommend xolo q800 or q700,or karbonn titanium S2 or S5... :)
