Is it rare for my bottom caged bearings to be set with the bearings balls down on the crown and the cage up in the cup?? Please let me know cause they don’t want to fit any other way

I like to put it on the ground at the end and tighten the headset cap bolt while it is on the ground. Using the front brake, while rocking back and forth, can give you a more realistic feel, for adjusting tightness, using gravity and weight, more than on the bike stand.

Just done this on my specialised hardrock and it seems the new bearing cages are binding when reassemble and tighten the cap nut. Everything is assembled correctly. Are my new bearings unsuitable? Just standard 1 1/8 bearing cages.
