Your comparison to permit it for New year's but not for Diwali is not accurate - Diwali comes in October end - November beginning time frame. It doesn't happen around the time farmers burn stubble. Other countries that do fireworks during festivals aren't polluted. So fireworks on one day is not the culprit. What we do on a daily basis is the root problem.

Once i visited Delhi OMG air is smelling like burning of plastic so bad to live there but after few days its normal and i adopted there and no smell because my smelling receptor adopted but that not good. According to the data, India needs more than 4000 monitors in the state but not more than 300 we have in the state.
